BIOGRAPHY OF
JUDGE LLOYD
JAMES BROOKS

Judge Lloyd James Brooks is currently assigned to the Chancery Division – Mortgage Foreclosure Section of the Circuit Court of Cook County where he presides over matters involving delinquent mortgage debt.

He was first appointed to the judiciary by the Illinois Supreme Court on November 19, 2018, and has continued to serve the people of Cook County.

Judge Brooks’ service as a judge has been bittersweet due to his inability to share the most exciting time of his legal career with his beloved mother who passed away after a lengthy battle with colon cancer.

Experienced Judge with Roots in the Southland

Judge Brooks has spent his entire life living in the South Suburbs of Chicago, specifically Harvey, Illinois. He is a proud graduate of Riley Elementary School and Thornridge High School. Upon graduation, he attended the University of Illinois in Champaign-Urbana where he received a baccalaureate degree in finance.

Judge Brooks had the honor of returning to Riley to swear-in the members of the Harvey School District #152 school board. The event was made extra special when his 4th grade teacher appeared to observe the event. He has also had the opportunity to return to Thornridge to speak with students about careers in the legal profession.

Judge Brooks continues to reside in the South Suburbs of Chicago with his wife and son. His adult daughter and grandchildren reside in Atlanta, Georgia.

Experienced Judge with Compassion

Judge Brooks has substantial experience in the judiciary. He has handled matters ranging from traffic law, small claims, evictions, and a host of other civil matters. He has also presided over matters in the Domestic Relations Division where he heard matters involving parentage, divorce, child support, and orders of protection. He is currently assigned to the Chancery Division, Mortgage Foreclosure Section.

He believes that his life experiences combined with his strong belief that the law is to serve the people gives him the compassion needed to do justice each day in his courtroom.

In addition, his passion for equal justice for all is a driving force behind his decisions as a judge. Judge Brooks firmly believes the law can and should be equally applied to all that come into his courtroom.

Judge Brooks has been found qualified and recommended by all of the bar associations for his breadth of knowledge and temperament on the bench.

His greatest compliment comes from litigants who appear in front of him and thank him for his patience, understanding, and willingness to educate the public about the proceedings.

Experienced Legal Advocate

After graduating from law school, Judge Brooks embarked on the journey of starting his law firm in an effort to take use his zealous advocacy in support of the community. His first office was in his apartment in the Village of Dolton where he met with clients in the living room.

Almost immediately, he began specializing in the defense of the rights of consumers. He was best known for his defense of homeowners and property owners involved in the mortgage crises.

Through the years, Judge Brooks defended hundreds of Illinois homeowners against mortgage companies and loan servicers. He was on the forefront of homeowner's rights in Illinois for more than a decade. Judge Brooks fought for and won appeals on behalf of his clients, which have resulted in court decisions that have shaped consumer's rights in Illinois and in some cases around the country.

He has experience at all levels of our court system, including state court, federal court, trial courts, appellate courts, Illinois Supreme Court, and the U.S. Supreme Court.

Judge Brooks continues to serve on panels for law groups, bar associations, churches, and other community groups on critical issues affecting our community.
